Bulk-Upload Service Notification Contacts
When a user logs in to the NMPRC External Portal as a Tier 2 user, they have the ability to manage service notifications for draft dockets.
The bulk-upload functionality is available only for draft dockets that have been saved but not yet submitted, allowing filers to refine their notification lists before final submission.

Accessing Saved Draft Dockets (Tier 2 Users)
A Tier 2 user can access and continue working on previously saved draft dockets.
Steps to Open a Draft Docket:
- Go to the Dashboard.
- Locate and click the Pending Docket Request tile.
- In the grid view, find the draft docket you want to continue working on.
- Click the Confirmation ID to open and resume editing the selected draft docket.
Bulk Upload to Draft Docket
Tier 2 users can bulk‑upload service notification contacts directly into a draft docket.
Steps to Perform a Bulk Upload:
- Inside the draft docket, navigate to the Service Notification tab.
- Click the Import Grid button to begin the bulk upload process.
Using the Upload Grid Data Pop-Up
When initiating a bulk upload, the system displays a pop‑up window that guides users through downloading and preparing the upload template.
Steps to Use the Upload Grid Data Pop-Up:
- A pop‑up titled Upload Grid Data will appear.
- Click the button to Download the Template.
- Open the downloaded template and enter the required contact details, following the format and structure provided in the file.
Uploading the Completed Template
Once the contact information has been added to the template, users must ensure it is properly completed before uploading it back into the system.
Steps to Upload the Completed Template:
- Return to the Upload Grid Data pop‑up and upload the completed template file.
- Before uploading, confirm that the file meets the following requirements:
- Required Fields
Each record must include all four of the following:

- First Name
- Last Name
- Type: Individual or Company
If the Type field is left blank, the record will not pass validation and the upload will fail.

- Maximum file size: 10 MB
- Approximately 450 contacts can be uploaded per file. (i.e. If service list has 600 contacts, you will need to upload two separate template files. 1st file- 450 contacts 2nd file-150 contacts)

Click Save to upload the populated template into the draft docket.

After Uploading the Completed Template
Once the template is successfully uploaded through the Upload Grid Data pop‑up, all valid contact entries are automatically added to the Service Notification grid within the draft docket.
What You Will See After a Successful Upload
- The Service Notification tab will display a full grid populated with the uploaded contacts.
- Each row corresponds to an individual entry from the uploaded template.
- The grid includes the following visible columns (as shown in the image):
- Name
- Phone
- Mailing Address
- Company
- Online User
- Type
- Actions
- The service notification list will reflect the data exactly as provided in the template, including:
- Contact names
- Company associations
- Mailing addresses
- Type (Individual or Company)
- Notification role (e.g., Watcher)
- Whether the entry is flagged as an online user (Yes/No)
- Uploaded entries that pass validation appear immediately.
- Any entries that fail validation will generate an error message during upload and will not appear in the grid.
Submit for Filing and Service (Bottom of Docket)
After reviewing all information within the draft docket- including Party details, Service Notification entries, and required documents - the Submit for Filing and Service button becomes available at the bottom of the Docket Details tab page.
